What am I doing wrong?

Image specs,
size 2520 x 3775 pixels to be printed on letter size paper.
PPI 360
Image mode grayscale gamma 2.2
saved without compression as a 16 bit tiff image.

Printed on Windows 10 via QTRGui using Quad1430 HDK6
and 14xx-NU-UHD-HahnPhoRag “curve”
printed on Letter size Red River Premium mat paper.

I also made a quad file for this paper with Piezography Pro tools and I get pretty much the same useless results.

Here is what I get, the first image on the left. Can someone explain and or help me fix this?
