Cannot recharge photo black

I cannot recharge photo black after using matte black in my Epson p600. I get a message “ink is too low to change cartridge, change cartridge”. I have tried to recharge the photo black using the directions. It has always worked before but not this time. Any suggestions on how to fix the situation. Two other cartridges will not recharge as well.
